Ukraine has updated its rules on employee booking

Salary requirements have been raised
To confirm the status of a critical enterprise and retain staff, the average salary must be no less than three times the minimum wage — 25,941 UAH. For enterprises operating in frontline areas, the existing requirement remains at 2.5 times the minimum wage — 21,618 UAH.
Changes to the quota calculation procedure
The government has also clarified the rules for counting employees when determining the retention quota. Employees who already have a deferral from mobilisation, as well as those holding multiple jobs, will be counted at only one place of work. This is intended to prevent the artificial inflation of the number of employees an enterprise can retain.
Enterprises to be re-assessed
Ministries, central executive bodies and regional military administrations must review and re-approve the criteria for determining critically important enterprises within a month. In addition, over the next three months, all enterprises that already have critical importance status will be inspected. At the same time, the government has emphasised that until the inspections are completed, the current critical importance status of enterprises and reservations already made will remain valid.
