Ukrainians may be allowed to earn money by taking photos of traffic offences
This is set out in online petition No. 41/010272-26ep to the Cabinet of Ministers of Ukraine.
The petitioner proposes creating an online system through which members of the public can report specific traffic offences without calling the police.
This involves photographing and filming offences, in particular illegal parking. A person would be able to record an offence on their mobile phone, submit the evidence via a dedicated service, and the authorised bodies would then verify it.
If the offence is confirmed and the fine is paid, the petitioner will be offered 20 per cent of that amount.
How much can be earned?
The petition does not specify a fixed amount of reward. It proposes linking it to the size of the fine.
For example, if the fine is 10,000 UAH, 20 per cent of that is 2,000 UAH. If the fine is 50,000 UAH, the reward could be 10,000 UAH.
But this is merely a proposal by the petitioner. At present, no such mechanism is in place.
Reasons for increasing fines
Separately, the petitioner proposes to significantly increase penalties for illegal parking, particularly in spaces designated for people with disabilities.
The proposed penalties are as follows:
for a first offence — a fine of 10,000 UAH;
for a second offence — a fine of 20,000 UAH and a six-month driving ban;
for a third offence within a year — a fine of 50,000 UAH and a one-year driving ban.
Why the focus is specifically on spaces for people with disabilities
The author of the initiative points out that illegal parking in such spaces remains a widespread problem. This is particularly acute during the war, when an increasing number of Ukrainian servicemen, following injuries, require unhindered access to specially designated parking spaces.
Under current legislation, stopping or parking illegally in spaces reserved for drivers with disabilities or drivers transporting people with disabilities is punishable by a fine of between 60 and 100 non-taxable minimum incomes, i.e. between 1,020 and 1,700 UAH.
Will this apply to private car parks?
The petition also proposes extending the scope of liability for parking offences on private premises. In particular, this refers to car parks near shopping centres and other facilities where spaces for people with disabilities are provided.
The author also proposes increasing the number of official parking zones to reduce the number of offences.
Petition No. 41/010272-26ep was submitted on the government website, and the collection of signatures is ongoing. If it receives the required number of votes, the Cabinet of Ministers must consider it; however, separate decisions and amendments to the legislation are required to actually introduce fines based on photographs of offences and new penalty charges.
