Ukraine received €2.3 billion from the EU under the Ukraine Facility programme
The state budget of Ukraine received EUR 2.3 billion in financial assistance from the European Union under the Ukraine Facility. Of this amount, EUR 2.1 billion is a loan, and another EUR 200 million was provided in the form of a grant. This was reported by the Ministry of Finance.
This is the sixth regular tranche under the Pillar I programme. The funds will be used to finance the priority social and humanitarian needs of the state in the context of the war.
The Ukraine Facility programme has been in place since 2024 and is designed for four years. Over this period, Ukraine has already received over €26.7 billion, of which more than €10.6 billion was disbursed in 2025. The total amount of funding provided under the instrument is about €50 billion.
To receive the next tranche, Ukraine has implemented eight reform steps envisaged for the sixth instalment, as well as one additional step within the framework of previous commitments. In total, Ukraine's plan includes more than 60 reforms.
Minister of Finance Sergii Marchenko stressed that support under the Ukraine Facility is key to maintaining macro-financial stability and the smooth operation of public administration. According to him, the implementation of reforms confirms Ukraine's course towards recovery and movement towards EU membership.
The European Union remains the largest financial donor to Ukraine. Since February 2022, the total amount of EU assistance has amounted to €70.7 billion, of which Ukraine received more than €28.7 billion in 2025 alone.
