In May, some Ukrainians received a lower housing subsidy. This is due to the end of the heating season and a change in the way payments are calculated

This was announced by the Pension Fund of Ukraine.

Why has the subsidy amount changed?

The housing subsidy is calculated separately for the heating and non-heating seasons. The heating season in Ukraine runs from 16 October to 15 April inclusive. This is why the subsidy for April, which was paid out in May, was lower than the payment for March. The Pension Fund explained that compensation for heating in April was calculated for only 15 days — from 1 to 15 April inclusive.

This refers to subsidies for:

  • heat supply;
  • gas for heating;
  • electricity for heating;
  • natural gas distribution.

Under current rules, housing subsidies are paid in the current month for the previous month. In other words, in May, Ukrainians received payments specifically for April, when the heating season was already coming to an end.

What the Pension Fund refers to

The calculation procedure is set out in paragraph 70 of the Regulations on the Procedure for Granting Housing Subsidies, approved by Resolution of the Cabinet of Ministers of Ukraine No. 848 of 21 October 1995.
