Utility bills
The government has ordered the refund of utility bills in those cities where services were not provided, in particular due to Russian attacks.

This was announced by the Prime Minister of Ukraine, Yulia Svyrydenko.

In January 2026, adjustments were made in towns where services were not provided, were provided incompletely, or were of inadequate quality. This concerns bills for heating, hot and cold water, drainage and waste management.

In total, 36.4 million hryvnias were not charged to residents, of which:

  • heating — 16.6 million hryvnias;
  • hot water — 9.9 million hryvnias;
  • water supply — 3.9 million hryvnias;
  • sewage — 5.7 million hryvnias;
  • waste management — 257,600 hryvnias.

The Prime Minister reported that in Kyiv in January 2026, due to service disruptions, residents were not charged 9.1 million hryvnias for water supply and drainage. And no charges were levied at all for centralised heat supply.
