The Cabinet of Ministers has updated the regulations on the IPC and transferred the coordination of the institution directly to the government from 2026

The Cabinet of Ministers of Ukraine has updated the regulations on the Ukrainian Institute of National Remembrance and the Ministry of Culture, bringing them in line with current legislation. From 1 January 2026, the government will directly coordinate the activities of the UINP. It was also decided to increase the maximum number of employees of the Institute by 22 positions.

As explained by Vice Prime Minister for Humanitarian Affairs and Minister of Culture Tetiana Berezhna, the expansion of the team will allow the institute to more effectively perform new tasks in the field of state policy of national memory. This is especially important in times of war and active counteraction to Russian propaganda.

The changes are a continuation of the implementation of the Law of Ukraine on the Principles of State Policy of National Memory of the Ukrainian People, which came into force on 30 August 2025. The document granted the UINP the status of a central executive body with a special status.

As part of the regulatory framework update, the function of formulating national memory policy was removed from the powers of the Ministry of Culture. The government emphasises that the decisions taken do not require additional funding and will be implemented within the budget allocations for 2025 and 2026.
