Zelensky signed a law on mandatory military training for medical students as reserve officers
The law establishes mandatory military training for students of medical and pharmaceutical specialties.

President Volodymyr Zelensky has signed Bill 13276 regarding amendments to Article 11 of the Law of Ukraine "On Military Duty and Military Service" concerning the military training of Ukrainian citizens under the reserve officer training program for medical service.

As reported by Judicial and Legal Newspaper, in order to meet the state's needs for military medical personnel, mandatory military training under the reserve officer training program for medical and pharmaceutical students will be restored.

The bill establishes that military training under the reserve officer training program is voluntarily undertaken by Ukrainian citizens who have or are pursuing a higher education degree of at least bachelor's level, are fit for military service in terms of health, and have passed professional-psychological selection; mandatory – Ukrainian citizens who are pursuing higher education in medical and pharmaceutical specialties, are fit for military service in terms of health, and have passed professional-psychological selection.

The procedure for conducting military training of Ukrainian citizens under the reserve officer training program is approved by the Cabinet of Ministers upon the proposal of the Ministry of Defense, coordinated with the Ministry of Education and Science and the Ministry of Health.

Higher education institutions of all forms of ownership and subordination that carry out educational activities in medical and pharmaceutical specialties according to the obtained license for such activities are obliged to ensure the participation of Ukrainian citizens pursuing higher education in medical and pharmaceutical specialties, who are fit for military service in terms of health and have passed professional-psychological selection, in the reserve officer training program.

The list of military registration specialties for which military training of citizens under the reserve officer training program is conducted, and the scope of training for such specialties are determined based on the submission of the General Staff of the Armed Forces of Ukraine by the Ministry of Defense, with the approval of the Ministry of Education and Science, and for military registration specialties of medical and pharmaceutical profile – with the approval of the Ministry of Education and Science and the Ministry of Health.

This law shall enter into force on the day following its publication and shall be effective from January 1, 2026.
