The President of Ukraine, Volodymyr Zelenskyy, has enacted a decision by the National Security and Defence Council imposing new sanctions against Russian military personnel involved in missile strikes on Ukraine, as well as vessels used to support the Russian Federation’s military operations

 This has been reported on the website of the Office of the President.

Those involved in the missile strikes on Ukraine have been hit by sanctions

The first package of sanctions includes 127 Russian military personnel whom the Ukrainian authorities hold responsible for the missile attacks on civilian towns and critical infrastructure. This includes, in particular, commanders of long-range aviation and missile forces of the Russian Federation who participated in the use of X-101, X-55, X-555, X-22, X-32 and ‘Kinzhal’ cruise missiles, as well as ‘Iskander’ missile systems. According to the Office of the President, the attacks in which those on the sanctions list were involved include the strike on the Okhmatdyt Children’s Hospital in Kyiv, the shelling of the village of Groza in the Kharkiv region, and missile attacks on Chernihiv, Sumy and other Ukrainian cities.

Sanctions have also been imposed against vessels belonging to Russia’s shadow fleet

A separate package of sanctions concerns 29 civilian merchant vessels which, according to the Ukrainian authorities, are being used by Russia to transport weapons, ammunition, military equipment and personnel. The Office of the President noted that most of these vessels are already subject to sanctions by the US, the European Union and the UK. Regarding the others, Ukraine plans to work with international partners to synchronise restrictive measures. Vladyslav Vlasyuk, the President’s adviser on sanctions policy, emphasised that the new restrictions are aimed at complicating Russia’s military logistics and increasing accountability for attacks on Ukraine’s civilian population.
