Since the start of the large-scale war, Ukrainian courts have issued 247 verdicts under various parts of Article 301 of the Criminal Code. In total, 287 individuals have been convicted during this time.
The majority (about 150) are for the distribution of their own content, the rest for others' content. Most often, the sale of provocative content took place through websites, webcams, or messengers.
In each such case, an examination is appointed: specialists review a large amount of video and photo materials, and the state pays for their work. On average, the cost of examinations within one verdict (there may be several such examinations) amounts to 11.3 thousand UAH.
The total amount spent on examinations may reach 4.9 million UAH since 2022. However, ultimately, the court shifts these costs to the convicted, who must reimburse the state for the expenses incurred for the examination.
"According to one court decision, after 33 hours of video review, the expert received about 15,000 UAH – that is, approximately 500 UAH per hour. In other words, the state generously pays for watching porn – under the guise of 'fighting for morality'," the publication states.
The Criminal Code provides penalties for the import, production, and distribution of pornography (involving adults) in the form of fines and imprisonment for up to 7 years.
