Financial support ahead of winter: the government is launching new schemes for Ukrainians
This has been reported by the Ministry of Social Policy.
It is noted that the ministry has begun preparing winter support programmes for vulnerable groups. The ministry is already securing funding from international partners through state financial instruments.
The aim of the new programmes is to provide the necessary support to the most vulnerable people in frontline communities before the start of the heating season. To this end, the government plans to use the ‘Humanitarian Account’ – a mechanism that combines resources from international donors with the state social protection system.
This instrument has already delivered results: through the ‘Humanitarian Account’, more than 8,700 families in nine frontline regions who are raising children with subgroup A disabilities have received 6,500 UAH in aid from UNICEF.
Future support programmes were discussed with representatives of UNICEF, the UNHCR and other international partners, chaired by the Humanitarian Coordinator in Ukraine, Matthias Schmale. Minister for Social Policy Denys Ulyutin emphasised that preparations had begun in advance so that people could receive support as early as October:
“Russia continues its terror against peaceful Ukrainians, striking residential buildings and civilian infrastructure. We understand that the coming winter will be no less difficult than the previous one, which is why we are preparing now. Our aim is for people to receive the necessary support as early as October, rather than when winter is in full swing,” he said.
Providing such assistance is one of the priorities of social policy for the coming months.
As a reminder, the Verkhovna Rada previously passed a law changing the approach to social protection for internally displaced persons.
