Flats under $20,000: which regions of Ukraine have the most affordable housing
Flats in Ukraine costing up to $20,000
Apartments costing up to $20,000 can still be found on the Ukrainian property market. Most of these properties are located in regions close to the front line. At the same time, demand for affordable housing has fallen over the past year in most regions.

This is according to a study by OLX Property.

Where are the cheapest one-bedroom flats?

The highest number of listings for one-bedroom flats priced at up to $20,000 was recorded in the Kharkiv region. However, buyer interest in such properties has declined: in April 2026, the number of enquiries was 18% lower than in the same period last year.

Second place went to the Dnipropetrovsk region, where demand also fell – by 9%.

The Kyiv region came in third. Despite high housing prices in the capital region, affordable one-bedroom flats can still be found on the market. At the same time, the number of enquiries for such properties fell by as much as 46% over the year.

The list of regions with a large number of affordable one-bedroom flats also includes Odesa, Zaporizhzhia, Mykolaiv and Sumy regions.

It is noteworthy that Zaporizhzhia region became one of the few where interest in affordable housing has grown. The number of enquiries here increased by 42%. In Mykolaiv region, demand rose by 18%, whilst in Sumy region it remained almost unchanged (-2%).

What is the situation with two-bedroom flats?

In the segment of two-bedroom flats priced up to $20,000, the Dnipropetrovsk region took the lead.

Next came:

  • Zaporizhzhia region;
  • Kharkiv region;
  • Mykolaiv region;
  • Sumy region.

Despite the significant number of listings, demand for such properties has fallen in most regions. In Mykolaiv Oblast, the number of enquiries fell by 39%, in Kharkiv Oblast by 35%, and in Dnipropetrovsk Oblast by 2%.

Only in the Zaporizhzhia region was a significant increase in buyer interest recorded – up 67% over the year.

Where to find a three-bedroom flat for up to $20,000

Three-bedroom flats in this price segment are much rarer. The highest concentration of such listings is also found in the Dnipropetrovsk, Kharkiv, Zaporizhzhia, Sumy and Mykolaiv regions.

At the same time, demand for affordable three-room flats has even increased in some regions.

In particular:

  • in the Zaporizhzhia region, the number of enquiries increased by 38%;
  • in the Kharkiv region – by 22%;
  • in the Sumy region – by 10%.

In contrast, in the Dnipropetrovsk region, demand fell by 9%, and in the Mykolaiv region – by 31%.

Why the situation varies by region

Analysts note that demand for housing priced up to $20,000 in 2026 remains uneven and depends largely on the region and the type of flat.

The most noticeable growth in interest in affordable housing is observed in the Zaporizhzhia region. This is the only region where the number of enquiries has increased across all segments studied – among one-, two- and three-bedroom flats.

At the same time, in most regions, demand for budget property is falling, particularly for one- and two-bedroom flats.

Analysts draw particular attention to the Kyiv region. Despite its status as one of the country’s most expensive regions, it is still possible to find accommodation here for up to $20,000. However, this mainly concerns one-bedroom flats, and the number of such properties is significantly lower than in regions near the front line.

As a reminder, it was previously reported that new rules for the renovation of old housing stock are being discussed in Ukraine, in particular ‘Khrushchev-era’ blocks, some of which are already in a dilapidated or critically worn-out condition.
