Following the attack on the training ground, the organiser of the event was arrested
This was announced by the Prosecutor General of Ukraine, Ruslan Kravchenko.
What the investigation has established
According to Kravchenko, one of the gunmakers’ associations organised a large-scale event attended by military personnel, representatives of state bodies, international partners and the business community. The event’s programme included, in particular, a demonstration of air defence systems.
Over 300 people were invited to the open-air venue. The nearest shelter, measuring 34 square metres, was located approximately 100 metres from the event site.
According to the investigation, invitations were sent out to participants nine days before the event, whilst the exact time and location were communicated one day before it began. Law enforcement agencies are investigating whether these actions could have enabled Russian troops to obtain information to prepare a targeted strike.
Who is under suspicion and what is being investigated
The main organiser of the event has been detained. He has been notified that he is suspected of an offence under Part 3 of Article 367 of the Criminal Code of Ukraine (official negligence resulting in serious consequences). He is currently under guard at a medical facility due to minor injuries sustained. The court is due to determine his pre-trial detention measure in the near future.
Investigators have also carried out searches at the association’s office and at the homes of individuals who may have been involved in organising the event.
In addition, law enforcement agencies are examining the actions and omissions of officials from the National Police, the Security Service of Ukraine, state authorities, local government bodies and the military command. In particular, the investigation is determining whether security risks were properly assessed, whether potential threats were identified in a timely manner, and whether the necessary response measures were taken.
According to the Prosecutor General, 10 people were killed and around 100 more were injured as a result of the Russian strike. Residential buildings were also destroyed and civilian infrastructure damaged.
