Former Minister Omelyan has been charged with evading military service

The State Bureau of Investigations has notified former Minister of Infrastructure Volodymyr Omelyan, a serving member of the armed forces, that he is under investigation on suspicion of evading military service through deception.

The relevant document was published by the Office of the Prosecutor General.

According to the case file, on the first day of the major war, 24 February 2022, Volodymyr Omelyan was mobilised to the post of planning group officer at the headquarters of military unit A7375. In October 2022, the command of the ‘North’ Territorial Defence Forces transferred Omelyan to military unit A4643 to serve as a planning officer in the headquarters.

As stated in the charge, no later than October 2022, Captain Volodymyr Omelyan “harboured criminal intent aimed at evading the performance of military service duties”. In particular, he misled the head of the planning group at the headquarters of military unit A4643, O.P. Kucherenko, by stating that he was performing duties relating to logistics and the organisation of support for the unit’s activities. However, Omelian’s post did not entail such duties.

Thus, according to the investigation, during the periods from 20 October 2022 to 20 February 2023, 22 February 2023 to 8 March 2023, 1 May 2023 to 7 June 2023, and from 9 June 2023 to 25 June 2023, Volodymyr Omelyan “spent his working hours at his own discretion, without linking them to his military service at military unit A4643, which was stationed in Kaniv, Cherkasy Oblast, at that time”. 

The former minister is charged with evading military service, which carries a sentence of imprisonment for a term of five to ten years.

As a reminder, on 13 May, the High Anti-Corruption Court imposed a preventive measure on the former head of the Office of the President of Ukraine, Andriy Yermak.
