Gnatov criticised the idea of transferring some of the TCC’s functions to the police
Andriy Gnativ made this statement in an interview with LIGA.net.
“Ukrainian legislation clearly defines the duties, tasks and functions of all bodies and entities involved in the mobilisation process. The role of each is set out separately. The tasks carried out by the TCC and the SP are one thing. The tasks carried out by the National Police within the scope of their powers are entirely different,” the general noted.
He emphasised that the TCCs and SPs are responsible for military registration, conscription and notifying those liable for military service. The police, on the other hand, are responsible for ‘coercive measures’ against those who violate mobilisation legislation — those who evade service or fail to report when summoned.
“How, for example, can the National Police keep military records or organise the notification of citizens? It is simply absurd. Therefore, the functions are clearly delineated, and each body must carry out its tasks in accordance with Ukrainian legislation,” added Hnatov.
The Chief of the General Staff acknowledged that the mobilisation process in Ukraine is currently proving difficult. However, he said that mobilisation is currently the only means of conscripting civilians into military service.
As a reminder, it was previously reported that reform of the Territorial Defence Forces would follow changes to military salaries and terms of service.
