Former Minister Galushchenko’s bail has been reduced by 50 million hryvnias
This has been reported by the Anti-Corruption Action Centre.
An investigating judge at the High Anti-Corruption Court has partially granted the request of a NABU detective and extended Herman Galushenko’s detention for a further two months.
At the same time, the judge decided to reduce the amount of the alternative bail from 200 million hryvnias to 150 million hryvnias.
As a reminder, on 17 February, the court imposed a preventive measure on Galushenko in the form of detention, with an alternative bail of 200 million hryvnias.
The case of Herman Galushenko: what is known
On 10 November 2025, the National Anti-Corruption Bureau (NABU) announced a large-scale operation, ‘Midas’, to expose corruption in the energy sector.
According to the investigation, the businessmen systematically received kickbacks from Energoatom’s contractors amounting to between 10% and 15% of the contract value. Contractors had to pay to avoid having payments for services rendered or goods supplied blocked, or losing their supplier status.
The money was laundered through a separate office in Kyiv belonging to the family of former MP and current Russian senator Andriy Derkach, law enforcement officials say.
A prosecutor from the Specialised Prosecutor’s Office stated that the scheme’s co-organisers were businessmen Oleksandr Tsukerman (referred to as ‘The Boss’ or ‘Sugarman’ in wiretap recordings) and Timur Mindich (Carlson) — the latter is said to be close to President Volodymyr Zelenskyy.
According to the SAP, throughout 2025, Mindich exerted influence over the then Minister of Energy Herman Halushchenko and Minister of Defence Rustem Umerov. The prosecutor also confirmed that the former Minister of National Unity, Oleksiy Chernyshov, was involved in the case — he has already been charged with illicit enrichment.
Initially, Halushchenko was a witness in the ‘Mindich case’, not a suspect. Despite this, Halushchenko was first suspended and then dismissed from the post of Minister of Justice, to which he had been appointed shortly before.
On 15 February, Galushchenko was detained whilst attempting to leave Ukraine. Shortly afterwards, he was charged with involvement in the ‘Midas’ corruption scheme.
