Students with IDP status are entitled to a social grant
Students with IDP status are eligible for a social grant if they are studying under a state-funded place and meet the academic performance requirements. In 2026, the payment amounts to 1,180 UAH for students at higher education institutions and 890 UAH for students in pre-higher vocational education.

MP Pavlo Frolov has provided information on the conditions for receiving social grants for internally displaced students. The procedure for paying social grants is set out in Cabinet of Ministers Resolution No. 1045, and guidance on the administration of such payments is also provided by the Pension Fund of Ukraine.

Students with internally displaced person status are eligible to receive a social scholarship. Payments are awarded to those studying under a state-funded place and who meet the established criteria.

According to MP Pavlo Frolov, the social scholarship for IDP students is paid until the end of their studies, but no longer than until the student reaches the age of 23.

Who is eligible for the payment

Students with IDP status who have moved from areas where hostilities are taking place or have taken place, as well as from temporarily occupied territories, are eligible for a social scholarship.

The grant may also be awarded to students whose homes have been destroyed or damaged to the point of being uninhabitable as a result of the war.

These conditions are set out in the procedure for the payment of social grants to students at pre-higher and higher education institutions.

What are the conditions for students?

To receive a social scholarship, a student must not have any outstanding academic debts or unsatisfactory grades.

They must also be included in the academic ranking and not be on academic leave.

For students at higher education institutions, this applies to full-time study. For students at pre-higher vocational education institutions, this applies to full-time or dual-track study.

Until the end of the first semester of the first year of study, the social scholarship is awarded automatically if the student falls into the relevant category.

How much will be paid in 2026

In 2026, the social grant for students in higher education institutions is 1,180 UAH per month.

For students at vocational pre-higher education institutions, the payment amounts to 890 UAH per month. These amounts are also listed on the free legal aid system.

Can you receive two scholarships

If a student is eligible for both a social and an academic scholarship, as a general rule they must choose one of them.

Only certain categories of students, in particular orphans and children deprived of parental care, may receive both at the same time.

How to apply for a social scholarship

To apply for the payment, you must submit a written or electronic application to the educational institution.

Copies of your passport, tax registration number and a document confirming your entitlement to the benefit must be attached to the application.

For IDP students, this document is a certificate of registration as an internally displaced person. If entitlement to the payment is linked to destroyed or damaged housing, documents from the relevant register or a housing inspection report may be required.

Who administers the payments

From 1 July 2025, the administration of social payments, including social grants for students at pre-higher and higher education institutions, will be carried out by the Pension Fund of Ukraine.

At the same time, students must submit the documents required for the award of a grant to their own educational institution, which compiles the relevant lists.
