In 2026, over 2.1 billion hryvnias were allocated for the construction and repair of shelters in Kyiv

The city authorities have allocated 2,148,145,000 hryvnias for the construction of new civil defence shelters and the renovation of existing ones in 2026. In 2025, almost the same amount was allocated for construction alone.

This was reported by the Department of Municipal Security of the Kyiv City Council.

In response to our question regarding the amount of funds allocated and actually spent in 2025 on the construction, renovation and fitting out of civil defence shelters in Kyiv, the Department replied that the total expenditure on construction amounted to 2,072,915,900 hryvnias. Of this, 1,741,601,500 hryvnias was spent on the construction of new shelters.

Thus, in 2025, the total expenditure directly on routine and capital repairs of 413 basic shelters and civil defence centres in Kyiv amounted to 1,208,373,441 hryvnias, of which 1,041,432,142 hryvnias were actually spent.

It is noted that in 2026, 2,148,145,000 hryvnias were allocated for the construction and major repairs of civil defence facilities.

As a reminder, it was previously reported that the ombudsman had identified shortcomings in 93% of the shelters inspected.
