The Ministry of Community and Territorial Development of Ukraine has begun updating the e-Queue system, which involves the launch of an electronic queue for passenger cars and new features for lorries and buses. Oleksii Kuleba, Deputy Prime Minister for the Recovery of Ukraine and Minister of Community and Territorial Development, stated that the service for passenger cars is scheduled to launch as early as June.

This was announced by Oleksii Kuleba, Deputy Prime Minister for Ukraine’s Recovery and Minister for Community and Territorial Development, with details released by the Ministry of Community and Territorial Development of Ukraine.

The Ministry of Community and Territorial Development of Ukraine is beginning to develop new functionality for the e-Queue system, which is intended to expand its use for passenger cars and update capabilities for commercial transport – lorries and buses. The development is taking place with the support of the project “EU Support to Ukraine: Strengthening Integrated Border Management and Pathways of Solidarity”, which is being implemented by the International Organisation for Migration’s Mission in Ukraine with funding from the European Union.

One of the key innovations will be the ability to reserve a place in the electronic queue for passenger cars. The implementation of this service is also supported by the “Digitalisation for Growth, Integrity and Transparency” (UK DIGIT) project, which is being implemented by the Eurasia Foundation and funded by UK Dev. In particular, this project supports the development of a service for booking a place in the electronic queue via the Diya app.

Booking a place in the queue to cross the border in a passenger car will be available via Diya, the website and the e-Queue mobile app. The service will be available not only to licensed carriers but also to citizens crossing the border in their own cars – both Ukrainians and foreigners.

Oleksii Kuleba stated that eCherga has already proven its effectiveness: since the project began, there have been over 3 million border crossings by lorries and buses using online booking. According to him, a logical extension of this project is to scale it up to passenger cars, whilst simultaneously improving the mechanisms for commercial transport.

What will change for passenger cars and transport operators

As part of the update, the system will automatically check for a ‘Green Card’ insurance policy when booking a place in the queue. To do this, the user will simply need to enter the vehicle registration number. Another feature will be integration with the id.gov.ua system, which will enable electronic identification of passenger car users.

Separate changes are planned for passenger transport operators. These include queue booking for transit bus routes through Ukraine, the option to re-register shuttle services under a single permit number, and a mechanism for replacing vehicles for occasional transport services. In addition, documents for occasional transport services, such as pages from the Interbus logbook or transport permits, can be used in the system on a one-off basis to avoid duplication.

For freight transport, T1 customs documents or TIR carnets can be specified during booking. The system will automatically verify their validity through integration with the relevant information systems. Separately, priority in the queue is provided for certain categories of carriers and goods – in particular for companies with AEO (Authorised Economic Operator) status, as well as for shipments with T1 customs declarations and TIR carnets.

The Ministry has announced that the contract for the development of the new functionality has already been signed. The initial stages will involve streamlining the priority system for freight transport and launching the electronic queue for passenger cars. The “Electronic Border Crossing Queue” project itself is being implemented in cooperation with the Ministry of Digital Transformation, Ukrtransbezpeka, the State Agency for Infrastructure Restoration and Development, the State Customs Service and the State Border Guard Service.
