Ukrainian Foreign Minister Andriy Sibiga meets the head of European diplomacy, Kaja Kallas, in Kyiv on 31 March 2026 – Ministry of Foreign Affairs
On 31 March, the EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, arrived in Kyiv alongside the foreign ministers of the EU member states. The visit coincides with the anniversary of the massacre in Bucha.

This was announced by Ukraine’s Minister for Foreign Affairs, Andrii Sibiga.

Andriy Sybiha welcomed Kaja Kallas and the European ministers to Kyiv and emphasised that on this day Ukraine is commemorating the tragic anniversary of the Bucha massacre. According to him, such a strong European presence on this day demonstrates that justice for this and other crimes committed by Russia is inevitable.

The Foreign Minister noted that holding Russia fully accountable for its crimes is vital for restoring justice in Europe. He also thanked Kaja Kallas and all his European colleagues who had travelled to Ukraine, describing the visit as a sign of true courage and solidarity.

Sibiga also recalled that these days mark the fourth anniversary of the start of the liberation of the Kyiv region and other territories occupied by Russia in 2022. In his words, this is a testament to the heroism of Ukrainian defenders and proof that Ukraine knows how to win.

What they plan to discuss during the visit

Ahead of the visit, Andriy Sibiga stated that, together with his European colleagues, he would discuss EU support for Ukraine, increasing pressure on Russia, achieving peace and safeguarding long-term stability in Europe. He also emphasised that the meeting’s participants would reaffirm their commitment to holding Russian criminals accountable for the crimes in Bucha and other war crimes.

According to the European External Action Service, an informal meeting of EU foreign ministers is to take place in Kyiv. The visit’s programme also includes a visit to Bucha and a handover ceremony for energy equipment for the Ukrainian railways.

Kaja Kallas herself had previously stated that each of her visits to Kyiv serves as a powerful reminder of Ukraine’s courage and resilience. She also assured that Europe would continue to provide military, financial, energy and humanitarian support to Ukraine and would do everything possible to ensure full accountability for Russia’s crimes.

It is worth recalling that the European Union’s top diplomat, Kaja Kallas, stated that EU countries must maintain unity in their relations with the United States. According to her, Donald Trump’s administration is attempting to weaken Europe by dealing with each country individually.
