What does registration with an ‘external’ TCC mean?
Those liable for military service may find, via ‘Reserve+’, that they are registered with the wrong Territorial Recruitment Centre. Lawyers have explained what to do in such a situation.

What does registration with a “third-party” TCC mean?

Some citizens liable for military service may see in “Reserve+” that they have been registered for military service at a different TCC.

This refers to situations where a person, for example, lives in one region but is listed in the system under their old place of registration or at a different recruitment centre.

Being registered at a “different” TCC is a breach of military registration rules.

What to do first

If the problem is not technical, it needs to be resolved on its merits.

Lawyers explain that sometimes it is sufficient to send a statement to the TCC.

In the application, you should request that the military registration details be corrected and brought into line with the actual situation.

What to do if the TCC does not respond

If a written application does not yield results, you can visit the recruitment centre in person.

If the issue remains unresolved even after a personal visit, lawyers advise proceeding to a judicial appeal.

“You will have to file a claim with the administrative court and challenge the actions of the Military Registration and Enlistment Office (you will need to decide which one, after receiving a response),” said lawyer Yuriy Ayvazyan.

Why it is important to obtain responses

Before going to court, you need to gather responses from the TCC.

Only then can you determine which recruitment centre’s actions to challenge and to which administrative court to file a claim.

Mobilisation and military registration

Ukraine is also preparing a reform of military service.

This involves a transition to a contract system with clear terms and guaranteed demobilisation. According to media reports, the Ministry of Defence and the General Staff are considering three types of contracts.

In addition, Ukraine has simplified the procedure for extending the deferment of employees at critically important enterprises.

The processing time for applications has been reduced to 24 hours. It is now possible to update an employee’s status after resolving discrepancies in military registration without interrupting the previous deferment.
