Oleksandr Lomako is a Ukrainian politician and a member of the Chernihiv City Council.
Oleksandr Lomako, the former acting mayor of Chernihiv, stated at a meeting of the Temporary Investigation Commission that the city’s military administration had been obstructing the work of the city authorities and blocking budgetary decisions.

This was reported by MP Oleksiy Honcharenko on Telegram following the TSC meeting.

Oleksandr Lomako, former acting mayor of Chernihiv and secretary of the Chernihiv City Council, stated at the TSC meeting that the city’s military administration had been managing the city’s budget unilaterally.

According to him, the administration threatened to bring the city to a standstill by blocking budgetary initiatives.

Lomako claims that the head of the military administration refused to sign documents on which Chernihiv’s vital functions depended.

He said that administration representatives had stated that payments would be blocked until councillors replaced the city council secretary.

The issue of resignation and the work of the city council

During the meeting, Lomako answered questions about who had initiated his resignation.

He linked this to the conflict between the city authorities and the military administration.

According to Lomako, some councillors attempted to disrupt the city council session.

At the same time, he noted that the first session following the start of the full-scale invasion took place in April 2022, when Russian troops had already been pushed back from Kyiv.

In his view, there were no grounds to believe that the local government was failing to fulfil its duties.

Relations with the Office of the President

Lomako also stated that the Office of the President had systematically ignored the Chernihiv city authorities.

According to him, he had never met President Volodymyr Zelenskyy.

Following the start of the full-scale invasion, Lomako claims, there was no contact whatsoever between the Office of the President and the Chernihiv city authorities.

He also stated that when representatives of the central government, in particular Prime Minister Denys Shmyhal, visited Chernihiv, the city authorities were not invited to such events.

According to Lomako, communication from the central government took place mainly with the regional military administration.

At the same time, he said, almost all embassies communicated and held meetings with the city authorities separately.

Preparations for an invasion

Separately, Lomako stated that Chernihiv had not received any instructions or orders regarding preparations for a possible full-scale invasion.

According to him, the city received no such instructions either in December 2021 or during January–February 2022.

“The city of Chernihiv did not receive any instructions or orders regarding preparations for a possible full-scale invasion during January–February 2022, nor in December 2021,” Lomako stated.

The issue of military funding

Lomako also stated that the 1st Tank Brigade had not received sufficient funds from the Chernihiv military administration.

According to him, this was because the military refused to attend meetings with the head of the Chernihiv City Military Administration, Dmytro Bryzhynskyi.

As reported by ThePublic, businessman Timur Mindich has filed a lawsuit against Ukrainian President Volodymyr Zelenskyy. He is seeking to overturn the decree imposing personal sanctions against him. News of the lawsuit emerged on 14 May. The panel of judges to hear the businessman’s case has already been appointed.
