Men travelling abroad from 1 July 2026: what has changed
This has been reported by the State Border Guard Service of Ukraine.
In July, the State Border Guard Service launched the ‘Personal Account’ service, where citizens can check in real time whether they are subject to a temporary ban on travelling abroad, imposed by a court order or by the State Enforcement Service.
The service will help people find out in advance about any restrictions due to maintenance payments, fines, debts or other enforcement proceedings.
At the same time, the State Border Guard Service emphasises that this service does not show restrictions imposed on men during martial law in accordance with mobilisation legislation.
What documents are checked at the border
The rules for crossing the border for men aged between 23 and 60 remain unchanged.
To leave the country, you must have: a foreign passport;
- a military registration document in paper or electronic form;
- up-to-date information in the TCC and SP;
- documents confirming a legitimate reason for departure.
Border guards check the information against electronic government registers. If the details in the ‘Oberig’ system, the ‘Reserve+’ app or military registration documents do not match, you may be refused entry even if you have a legitimate reason for travelling.
What rules apply to specific categories
A special exit procedure, set out in Cabinet of Ministers Resolution No. 1509, continues to apply to journalists, media workers and those in the strategic communications sector.
Such workers may stay abroad for up to 60 days. To do so, they must obtain a letter of approval from the State Committee for Television and Radio Broadcasting, specifying the purpose of the trip, the duration of the stay and the border crossing point.
For personnel on active military service, Cabinet of Ministers Resolution No. 1608 remains in force.
Reservation alone does not automatically grant the right to travel abroad. In addition to confirmation of the reservation, individuals must be registered with the special military register, have up-to-date details in the TCC system, and hold documents confirming a business trip or other lawful grounds for travel.
Lawyers also recommend checking that the information in the ‘Reserve+’ app is up to date before travelling, as discrepancies in the data remain one of the most common reasons for being refused entry at the border.
Who is allowed to travel abroad
Men aged between 18 and 22 may travel abroad without additional permits provided they hold a military registration document, as may citizens who have reached the age of 60, persons exempt from military registration, and men officially recognised as unfit for military service.
For men aged between 23 and 60, the right to travel abroad is retained only where there are legitimate grounds.
These categories include individuals travelling for medical treatment or rehabilitation, essential workers at critical enterprises, journalists, volunteers, students, postgraduate students, cadets, men accompanying people with disabilities or providing full-time care, as well as other categories specified by law.
Separately, the Cabinet of Ministers has lifted travel restrictions for women working in state authorities, local government, state-owned enterprises and the courts. They may now travel abroad not only on official business trips.
