Merz says Germany is ready to make a broad contribution to Ukraine's security guarantees
Germany does not reject any option to participate in security guarantees for Ukraine after a possible ceasefire. This was stated by German Chancellor Friedrich Merz after the summit of the Coalition of the Willing in Paris. According to him, the decision on the specific format will be made by the federal government and the Bundestag after clear conditions for the cessation of hostilities appear.
Merz stressed that Berlin's contribution would remain comprehensive and include political, financial and military components. Among the possible steps, he mentioned participation in the monitoring of the ceasefire, as well as the deployment of German forces in the territory of Ukraine's neighbouring NATO countries. According to the Chancellor, this could become an additional element of deterrence in the event of new Russian aggression.
Merz also stressed that the key task of the Coalition of the Willing is to build strong Armed Forces of Ukraine capable of deterring threats on their own. This includes long-term supply of weapons, training and stable funding. He also emphasised the need for legally binding security guarantees with the participation of the United States and a strong American security backstop to support European efforts.
At the same time, the Chancellor stated his expectations from Ukraine in the social and economic sphere. Addressing Volodymyr Zelenskyy, Merz noted that the economic capacity of the state is an important prerequisite for security, and Ukraine should create conditions under which young men will serve their country rather than leave for the EU. He reminded that about 1.2 million Ukrainians currently live in Germany, and the number of young men among them is growing.
Merz summarised that Germany's participation in security guarantees is possible only after a ceasefire agreement is reached, but Germany is ready to take responsibility for maintaining peace, security and freedom not only in Ukraine but also in the whole of Europe.
