Mindich has challenged Zelenskyy’s sanctions decree in the Supreme Court

Businessman Timur Mindich has filed a lawsuit against Ukrainian President Volodymyr Zelenskyy. He is seeking to have the decree imposing personal sanctions against him overturned. News of the lawsuit emerged on 14 May. The panel of judges who will hear the businessman’s case has already been appointed.

This is evidenced by data on the ‘Judiciary of Ukraine’ portal.

Timur Mindich has filed a lawsuit against Ukrainian President Volodymyr Zelenskyy with the Administrative Court of Cassation.

The businessman is asking the court to overturn Decree No. 843/2025 of 13 November 2025, under which sanctions were imposed on him.

News of the lawsuit emerged on 14 May.

The composition of the court that will hear Mindich’s appeal has now been determined.

No further details regarding the claimant’s arguments or the date the case is due to be heard have been disclosed as yet.

What is known about the sanctions

In November 2025, President Volodymyr Zelenskyy signed a decree imposing personal sanctions against Timur Mindich and Zuckerman.

They are implicated in the case concerning kickbacks at Energoatom.

Both individuals hold Israeli citizenship and are currently abroad.

Mindich left for Poland before the searches as a father of many children. Zuckerman left Ukraine on a foreign passport.

The Midas case and the manhunt

In January 2026, NABU and the SAPO sent documents to Interpol to place Mindich and Zuckerman on the wanted list.

They are suspected in the “Midas” corruption case.

In March, it emerged that Ukraine had officially sent a request to Israel for Mindich’s extradition.

The process of preparing the documents was delayed due to the need to correct errors in the NABU materials.

The dossier was subsequently expanded to 24 volumes and translated.

The full set of documents is already under consideration by the Israeli Ministry of Justice.

As reported by ThePublic, the former head of the President’s Office, Andriy Yermak, and businessman Timur Mindich — the main figure in the “Midas” operation — were summoned to a hearing at the High Anti-Corruption Court. But neither of them appeared.
