Since 2022, the Ministry of Health has not carried out inspections of medical centres that issue Form No. 127/o certificates confirming the absence of medical contraindications for obtaining a firearms licence in Ukraine.

This is stated in the ministry’s response to a query from hromadske.

The ministry noted that during this period, it had not received any complaints regarding healthcare facilities and possible breaches of the rules governing the issuance of such medical certificates. Nor had the ministry recorded any instances of such breaches.

Nevertheless, the Ministry of Health recognises the importance of a medical certificate confirming the absence of contraindications for obtaining a firearms licence in Ukraine.

“Certificate Form No. 127/o is not a bureaucratic hurdle, but a vital safeguard. Issuing a certificate without a proper examination is a crime against society. This applies to any certificates approved by the relevant orders of the Ministry of Health,” they stated.

The Ministry of Health also noted that medical centres could face administrative sanctions for violations — full or partial suspension of their licence. However, there have been no cases of licences being revoked.

Why this has come to light

The man who carried out a terrorist attack in Kyiv by opening fire with a carbine “had certain issues”, said National Police Chief Ivan Vyhovskyi.

The Ministry of Internal Affairs is currently investigating the medical facility that issued him a certificate to renew his firearms licence. The document is genuine, but investigators have raised doubts as to whether the shooter underwent a proper psychiatric examination as part of the process of obtaining the medical certificate.

As a reminder, it was previously reported that new regulations for civilian firearms are being prepared in Ukraine.
