Payments to those released from captivity have been increased: who will receive 50,000 UAH a month
This was announced by the Prime Minister of Ukraine, Yulia Svyrydenko.
Defenders who, following their release from Russian captivity, are undergoing long-term inpatient treatment will be entitled to a monthly payment of 50,000 UAH.
This applies to cases where treatment lasts for more than 30 days and is related to wounds, concussions, injuries or illnesses.
Previously, such support was available only to military personnel. Following the government’s decision, the programme has also been extended to police officers and civil defence personnel who were held in Russian captivity and require long-term treatment.
What the government has changed
The Cabinet of Ministers has broadened the group of people eligible to receive additional financial support following their release from captivity.
In effect, the state is treating police officers and rescue workers on a par with military personnel in this regard, provided they have survived Russian captivity and require long-term inpatient treatment upon their return.
According to Svyrydenko, the decision is intended to strengthen support for people who have endured the inhumane conditions of Russian captivity.
How long will the payments last?
The payment is granted for the duration of long-term inpatient treatment. The key condition is a hospital stay of more than 30 days following release from captivity.
This is specifically a monthly allowance, not a one-off payment. It is intended to cover the period during which a person is undergoing treatment for injuries, concussions, disabilities or illnesses related to captivity or combat operations.
Ukrainian military personnel, police officers and rescue workers returning from Russian captivity often require lengthy treatment and rehabilitation.
Following their time in captivity, people may suffer from physical injuries, the after-effects of torture, exhaustion, chronic illnesses and psychological trauma. This is precisely why long-term treatment following their release requires separate financial support.
The government states that the state’s duty is to ensure a dignified life for all defenders who have survived Russian captivity.
What other payments are available following captivity?
In addition to a monthly payment during long-term treatment, Ukrainians released from captivity are entitled to other forms of state assistance.
The Ministry of Defence has previously explained that every person released from captivity is entitled to a one-off payment of 100,000 UAH once their captivity has been verified. Annual financial assistance of 100,000 UAH is also provided for each year spent in captivity.
Following the government’s decision, the relevant authorities must ensure that the new rules are implemented in practice.
To receive the payment, proof of captivity in Russia and medical documents confirming inpatient treatment lasting more than 30 days are required. The detailed procedure for applying will depend on the department in which the released person served or worked.
