Social protection for the Heroes of Ukraine
Citizens who have been awarded the title of ‘Hero of Ukraine’, as well as their family members, are entitled to a range of benefits and privileges. Under the law, these entitlements relate to improved housing conditions and the payment of utility bills

Housing and utility benefits

Under the Law ‘On the Status of War Veterans and Guarantees of Their Social Protection’, Heroes of Ukraine are entitled to:

  • Improved housing conditions: priority access to housing and free major repairs to houses or flats.

  • Exemption from payment: individuals awarded the Order of the Golden Star are fully exempt from paying rent and utility bills (water, gas, electricity, heating).

  • Domestic needs: free supply of liquefied bottled gas, installation of a home telephone and a security alarm system in the dwelling.

Cash payments in 2026

Individuals awarded the title of Hero of Ukraine for performing an outstanding heroic act are entitled to the following financial payments:

  • One-off payment: paid at 50 times the minimum subsistence level, which currently stands at 166,400 hryvnias.

  • Monthly allowance: Ukrainians awarded the ‘Golden Star’ receive a monthly payment equivalent to three times the minimum wage. In 2026, this amount is 25,941 hryvnias.

These rights also extend to the close relatives of Heroes of Ukraine, providing additional support to the families of defenders.
