South Korea has contacted the Russian Embassy regarding a banner in Seoul

The South Korean Foreign Ministry said it had conveyed its appeal and concern about the banner to the Russian Embassy. At the same time, the ministry did not specify whether it had received a response from the Russian diplomatic mission.
The banner, approximately 15 metres long and in the colours of the Russian flag, with the Russian inscription "Victory will be ours," was placed on the outer wall of the Russian Embassy in central Seoul ahead of the anniversary of Russia's invasion of Ukraine. As of Monday, it remained in place.
The ministry also confirmed its position that Russia's invasion of Ukraine is illegal.
In addition, the ministry said that military cooperation between Russia and North Korea should be stopped because it poses a serious threat to South Korea's security and violates the UN Charter and UN Security Council resolutions.
According to media reports, earlier this month, Russian Ambassador to South Korea Georgy Zinoviev praised the role of North Korean troops in combat operations in Russia's Kursk region.
According to South Korean, Ukrainian and Western sources, as part of a mutual defence pact with Russia, North Korea sent about 14,000 troops to participate in combat operations alongside Russian forces against Ukraine in 2024, of whom more than 6,000 were killed.
The Russian Embassy in Seoul did not provide any comment. An automated message stated that the diplomatic mission was closed due to a public holiday.
