For the time being, we are talking about the figures set out in the budget statement for 2027–2029.
The Cabinet of Ministers has approved the budget statement for 2027–2029, which provides for a phased increase in social standards. In particular, from 1 January 2027, the minimum wage may rise to 9,546 hryvnias, and the subsistence minimum to 3,559 hryvnias.

This is set out in the Budget Declaration for 2027–2029, approved by Cabinet of Ministers Resolution No. 793 of 17 June 2026.

The government forecasts that, from 1 January 2027, the minimum wage will be 9,546 hryvnias per month.

There are also plans to increase the basic salary for employees in the first pay grade of the Unified Pay Scale to 3,819 hryvnias.

Currently, according to the 2026 state budget, the minimum wage in Ukraine stands at 8,647 hryvnias per month.

What is the government’s proposed subsistence minimum?

According to the budget statement, in 2027 the subsistence minimum per person is set to be 3,559 hryvnias.

For people of working age, this figure is forecast to be 3,691 hryvnias.

For people who are no longer able to work – in effect, those on the minimum pension – the subsistence minimum is planned to be set at 2,878 hryvnias.

What will change for public sector employees

The document states that the Verkhovna Rada and the Cabinet of Ministers plan to continue reforming the public sector pay system.

One of the areas identified is the gradual ‘decoupling’ of official salaries from the subsistence minimum for able-bodied individuals.

According to the government, this should allow for a more flexible approach to shaping the pay system for public sector employees.

The budget statement emphasises that supporting the most vulnerable sections of the population remains one of the main priorities of social policy.

To this end, the government plans to continue reforms in the social sector, as well as to verify state benefits to ensure that assistance reaches those citizens who genuinely need it.

For the time being, these are the figures set out in the budget statement for 2027–2029.

The final levels of the minimum wage and other social standards are to be approved when the Verkhovna Rada adopts the state budget for 2027.

In June, the Cabinet of Ministers also approved a budget declaration which provides for an increase in the average wage in Ukraine to over 44,000 hryvnias in 2029.

At the same time, the government forecasts a gradual weakening of the hryvnia. Under the baseline scenario, the average annual dollar exchange rate could rise from 44.4 UAH in 2026 to 50.7 UAH in 2029.
