Card top-ups via terminals will change from 26 June: what the NBU will require
This is set out in Resolution No. 67 of the Board of the National Bank of Ukraine dated 16 June 2026. The Ministry of Finance has also reported on the changes.
The new rules relate to cash deposits via self-service payment terminals.
The payer must enter their full mobile phone number in the format +380 on the terminal screen. The system will then send a one-off password via SMS or by phone call.
The transaction will not be completed without entering this code.
Once the payment has been confirmed, the bank or payment service must retain details of the transaction.
This includes the payer’s telephone number, the date and time of the transaction, and details of the authorisation code.
The receipt issued after a cash deposit must also state the payer’s full telephone number.
Which payments will not require SMS confirmation
The new requirements do not apply to certain transactions carried out via payment terminals.
It will be possible to pay taxes, utility bills and transport tickets, as well as top up travel cards and mobile phone credit, without a one-off password.
There is a restriction on topping up mobile phone credit: up to 500 UAH per month per number can be paid without confirmation. If this limit is exceeded, confirmation via a one-time password will become mandatory.
The aim of the changes is to restrict anonymous cash transactions via self-service terminals.
Previously, it was possible to deposit funds via such devices without full identification of the payer. This posed risks for financial monitoring and control over the origin of funds.
Once the new rules come into force, every cash deposit transaction will be linked to a specific telephone number.
The changes apply to users who deposit cash via self-service payment terminals, in particular to top up bank cards.
Banks and payment service providers must ensure, from a technical standpoint, that the telephone number is verified, a one-off password is sent, and details of the transaction are recorded.
The NBU’s new requirements were introduced by Resolution No. 67 of 16 June 2026.
They will come into force on 26 June 2026 and will form part of the updated rules on cash circulation and financial monitoring of transactions via the payment infrastructure.
