The council voted to allocate an additional 325 billion for defense
Parliamentarians also supported the instruction for the Chairman of the Verkhovna Rada to urgently sign the bill and send it for the president's signature.
The bill was introduced to parliament on October 6, 2025. The initiator was the Prime Minister, Yulia Sviridenko. The goal of the changes – to promptly meet the needs related to countering the full-scale aggression of the Russian Federation and to increase the resilience of the defense system.
To balance the budget parameters, it was proposed to increase the revenues of the budget by 20.046 billion UAH and to expand the funding of the general fund through debt operations by 294.300 billion UAH. The source of attraction will be external borrowings in the equivalent of 6 billion euros within the framework of the EU's exceptional macro-financial assistance program. Servicing and repayment will be carried out from the proceeds of immobilized Russian sovereign assets.
Expenditures on national security and defense are increased by 324.746 billion UAH: the total fund – by 310.489 billion UAH, of which 301.222 billion UAH for the Ministry of Defense, and 14.256 billion UAH will go to the special fund. The latter is formed, among other things, from a portion of personal income tax from the cash allowances of military personnel, police officers, and personnel of enlisted and commanding staff.
Distribution of funds:
- 210.9 billion UAH – Armed Forces of Ukraine;
- 99.1 billion – production and procurement of weapons and ammunition for the Armed Forces of Ukraine;
- 8.1 billion UAH – National Guard;
- 4.3 billion UAH – for drone procurement carried out by the State Special Communications Service;
- 1.3 billion UAH – SBU;
- 918 million UAH – State Special Transport Service;
- 83 million UAH – State Border Guard Service;
- 28.8 million UAH – GUR MO;
- 8 million UAH – SZR.
The document also provides for the possibility of sequestering certain general fund programs and redirecting saved funds to the needs of the Armed Forces of Ukraine.
Vexpenses have been reduced:
- NAZK – by 320 million UAH;
- Accounting Chamber – by 253.5 million;
- VAKS – by 50 million UAH;
- Office of the Prosecutor General – by 55 million UAH;
- BEB – by 49 million UAH;
- Ministry of Social Policy – by 204 million UAH;
- Ministry of Economy – by 11 million UAH;
- Ministry of Youth and Sports – by 14 million;
- National Security and Defense Council – by 10 million;
- Luhansk Regional State Administration – by 0.7 million;
- Odesa Regional State Administration – by 0.3 million.
