New combat allowances for military personnel: the Ministry of Defence has explained who is eligible for the additional payments

The Ukrainian Defence Forces have introduced an updated mechanism for calculating additional financial allowances for military personnel. The new rules set out which allowances are payable for different types of combat missions, who is eligible to receive them, and how participation in such missions will be verified

This was announced by the Ministry of Defence of Ukraine.

The amounts of the payments are set out in Cabinet of Ministers Resolution No. 768 of 12 June 2026, whilst the procedure for calculating them is set out in Ministry of Defence Order No. 232 of 29 June. At the same time, the basic pay of military personnel has not changed. Salary scales, payments based on military rank, length-of-service allowances and other fixed components remain in force.

What additional payments are provided for?

The updated system establishes several levels of monthly allowances depending on the nature of the tasks performed. The highest remuneration – 100,000 hryvnias per month – will be received by military personnel directly involved in combat operations in the areas where such operations are taking place. This includes, in particular, infantry, reconnaissance personnel, artillerymen, ship crews, sappers, medics and other categories of military personnel carrying out combat orders.

50,000 hryvnias are earmarked for personnel at command posts who provide combat leadership to units fighting on the front line. A further 30,000 hryvnias will be paid to military personnel carrying out combat or special tasks behind the front line, including those ensuring the operation of reserves, engaged in demining or providing cover for critical infrastructure.

For service personnel who do not fall into any of the above categories, a minimum monthly supplementary payment of 10,000 hryvnias has been introduced. If a service member is entitled to several such supplements at the same time, only one – the highest amount – will be paid.

New bonuses for assault operations and combat results

Separate payments are provided for military personnel taking part in assault operations. A reward of 40,000 hryvnias per day has been set for capturing enemy positions, and 20,000 hryvnias per day for recapturing positions lost as a result of actions by enemy sabotage groups.

Area-based payments have also been introduced. Service personnel carrying out tasks directly on the front line or in temporarily occupied territories may receive up to 170,000 hryvnias per month, proportional to the number of days spent in the designated areas. For other hazardous zones, a payment of 70,000 hryvnias is provided.

Separately, the state will provide rewards for combat achievements. For every enemy serviceman taken prisoner, the unit will receive 100,000 hryvnias, to be distributed amongst those involved in the operation. A further 15,000 hryvnias is provided for confirmed close-quarters combat achievements following special verification.

The maximum amount of combat payments per month is capped at 460,000 hryvnias; however, this limit does not apply to basic pay, payments for military rank, or specific bonuses for taking prisoners or other confirmed combat achievements.

How eligibility for payments will be verified

Entitlement to additional payments will be verified by combat orders, combat logs, commanders’ reports, combat reports and other official documents.

For certain categories of payments, in particular those for assault operations or confirmed results in close combat, additional verification is required through military command bodies and the ‘Delta’ information system.
