In 2026, Ukraine expanded the list of citizens who will automatically receive a one-off cash payment ahead of Independence Day. Most recipients do not need to make a separate application to the Pension Fund

This has been announced by the Pension Fund of Ukraine.

The amounts of payments for Independence Day in 2026 are set out in Resolution No. 602 of the Cabinet of Ministers of Ukraine dated 13 May 2026. The procedure for providing assistance is regulated by Cabinet Resolution No. 1396.

Who will receive payments automatically

Citizens who are entitled to assistance and who:

  • receive a pension or a monthly lifetime allowance;
  • receive a housing subsidy;
  • benefit from concessions on housing and utility bills;
  • are not serving in the military.

These people will receive the funds in August along with their pension, subsidy or benefit.

How military personnel will receive the money

For war veterans currently serving, the payment will be transferred via the military units, institutions or organisations where they serve. This also applies to military personnel who are simultaneously pensioners or receive subsidies or benefits. The Pension Fund advises such citizens to check whether their employer has information about their status as a war veteran.

Who needs to contact the Pension Fund

An application must be submitted by those who are entitled to the benefit but:

  • do not receive a pension;
  • do not receive housing subsidies or benefits;
  • are not currently serving in the military.

The application must include personal details, bank account details and information from the document confirming entitlement to the payment. You must also attach copies of your passport and the relevant certificate.

How to apply

You can submit your application:

  • in person at a Pension Fund service centre or a Public Service Centre;
  • by post to the local office of the Pension Fund;
  • online via the Pension Fund’s e-services portal with an electronic signature.

Citizens who obtain the relevant status by 24 August 2026 but do not receive their payment by 1 October will be able to submit an application and receive the money by 1 November.
