‘Reserve+’ has temporarily suspended some of its services: what is unavailable
This was reported by the Ministry of Defence of Ukraine. The Ministry had previously explained that disability data in ‘Reserve+’ is obtained through integration with the Unified Information System for the Social Sector.
Services in ‘Reserve+’ that require confirmation of disability data via other state systems may be temporarily unavailable.
This includes submitting an application for deferment on the grounds of disability, updating disability data online, and the verification of such data by operators of the Territorial Coordination Centres and Specialised Units.
The Ministry of Defence explained that the decision was taken due to incorrect responses and technical glitches on the part of the social sector registers.
The ministry noted that the restriction is necessary to prevent errors in the processing of users’ digital applications.
Does this affect existing deferrals?
The temporary suspension of certain services does not affect deferrals that are already in force.
Nor does it revoke the right to deferment for people who have legitimate grounds. The Ministry of Defence emphasised that once stable data exchange is restored, the services will once again be available on ‘Reserve+’.
How the services for people with disabilities worked
Previously, ‘Reserve+’ had introduced the display of disability data and the option to apply for an online deferral for people whose details are recorded in the Unified Information System for the Social Sphere.
According to the Ministry of Defence, this data was supposed to be automatically transferred to the ‘Oberig’ register via an interface with the Unified Information System for the Social Sphere, so that people could confirm their status without undergoing a medical examination in cases provided for by the regulations.
The restriction applies to users attempting to submit or update applications where disability details need to be confirmed.
Other functions of the app not related to the verification of such data via social registers were not mentioned in the Ministry of Defence’s statement as having been suspended.
‘Reserve+’ is the Ministry of Defence’s mobile app for those liable for military service, conscripts and reservists. It can be used to obtain an electronic military registration document and access a range of digital services.
Applying for online deferrals via ‘Reserve+’ is available to certain categories of citizens, provided the grounds for deferral can be verified through state registers. The ‘Diya’ portal states that these categories include, in particular, people with disabilities.
