Sanctions reduced Russian budget revenues by tens of billions of dollars in 2025
The real budget revenues of the Russian Federation in 2025 decreased by tens of billions of dollars due to international sanctions. This was stated by the Presidential Commissioner for Sanctions Policy Vladyslav Vlasiuk on television.
According to him, the key result of the sanctions was a systematic reduction in Russian budget revenues. Although the effect is not immediate, the current indicators already indicate significant financial pressure on the Russian economy.
Vlasiuk noted that since the first quarter of 2025, a steady decline in oil and gas revenues has been recorded. While in the first quarter, Russia received more than $40 billion from oil exports, only $26-27 billion is expected in the fourth quarter. According to other estimates, the actual result may be around $24bn, which is the lowest figure for a long period.
He also drew attention to the growth of Russia's budget deficit, which is approaching $100 billion. According to him, the Russian authorities have virtually no sources to cover this deficit without further selling off reserves.
Among the additional factors of pressure, Vlasyuk mentioned the strikes of the Ukrainian Defence Forces on strategic industrial facilities, in particular a synthetic rubber plant, as well as sanctions against the Russian military-industrial complex, which are synchronised between the partners.
Another consequence of the sanctions was a sharp rise in the cost of logistics. According to Russian analysts, it costs up to 2,000 euros to deliver a container of equipment from China to the port of Rotterdam, while it costs about 6,000 euros to deliver it to Russia, which is three times more expensive. Vlasyuk called it a direct payment for the sanctions regime.
He also said that Russia is likely to sell part of its foreign exchange reserves to China, and that Russia's dependence on Chinese supplies of components, particularly for drones, continues to grow.
Vlasiuk stressed that about 40% of the sanctions packages of partners were formed on the basis of proposals and evidence provided by Ukraine. According to him, this is evidence of effective coordination of sanctions policy.
Earlier Vladimir Zelensky stated that the current draft peace agreements do not provide for the lifting of sanctions against Russia, although in the future such an issue may be raised after the end of hostilities.
