Shmyhal: Russian strikes damaged all power plants in Ukraine
There is not a single power plant left in Ukraine that has not been hit by Russian strikes. This was stated on Friday, 16 January, by Energy Minister Denys Shmyhal, speaking in the Verkhovna Rada.
According to him, during 2025, the Russian army carried out 612 targeted combined attacks on the Ukrainian power system. As a result of the shelling, thousands of megawatts of generating capacity were lost. Despite the extensive damage, the country's power system remains intact, although it is operating with significant consumption restrictions.
The most difficult situation remains in Kyiv and the Kyiv region, as well as in the Odesa, Dnipropetrovsk, Kharkiv and frontline regions. Overall, the minister described the state of energy supply across the country as difficult.
Against this backdrop, the Ministry of Foreign Affairs and the Ministry of Energy are initiating the convening of the so-called energy Ramstein. This was announced on 15 January by Foreign Minister Andriy Sybiga, who noted that Ukraine is working with European partners to attract additional resources for the restoration of energy infrastructure.
In Kyiv, after massive strikes by the Russian Federation last week and this week, a significant part of the city remained without electricity and heat. As of the end of the day on 15 January, approximately 300 high-rise buildings were without electricity.
