Svyrydenko calls development of decentralised generation a strategic priority of the government
The development of decentralised generation is a strategic task of the Ukrainian government and a matter of survival for the state in times of war. This was announced on 10 January by Yulia Svyrydenko, Prime Minister of Ukraine
According to her, Russia systematically strikes at large energy facilities, which forces Ukraine to move to distributed solutions that are as close to the consumer as possible and can work autonomously. It is this model, the Prime Minister emphasised, that ensures the resilience of the energy system and reduces the vulnerability of critical infrastructure.
Svyridenko noted that the government has clearly identified guaranteed backup power for critical infrastructure facilities as a priority. To this end, the Cabinet of Ministers has already introduced financial incentives for businesses and plans to expand them. At the same time, the state has deregulated the procedures for installing cogeneration units as much as possible to speed up the implementation of projects.
The Prime Minister also emphasised the need for a constant dialogue with business, in particular through a single communication window. This approach, she said, allows us to act quickly and implement solutions now, without postponing them until the post-war period.
A good example of this strategy is the Kyiv region. As of the beginning of 2026, 51 generating units, including cogeneration, gas turbine and gas piston plants, with a total capacity of almost 110 megawatts, are already operating in the region. In 2025 alone, 37 new plants with a total capacity of over 77 megawatts were commissioned.
A parallel donor project is being implemented, which in January and February 2026 should add new energy capacity for communities in Vyshneve, Vyshhorod, Fastiv, Brovary and Bila Tserkva.
Svyridenko emphasised that decentralised generation is not a temporary solution. According to her, this is a new architecture of Ukraine's energy security, which the state is building together with communities and international partners.
