The European Commission has launched a call for proposals under the Connecting Europe Facility for Transport programme.
The European Commission has launched a call for proposals worth €1.1 billion to modernise transport infrastructure within the Trans-European Transport Network (TEN-T). The call, under the Connecting Europe Facility programme, is open not only to EU countries but also to Ukraine and Moldova.

This was announced by the European Commission. Details of the call for proposals have also been published on the CINEA website.

The European Commission has launched a call for proposals under the Connecting Europe Facility for Transport programme. The funding amounts to €1.1 billion for the construction and modernisation of transport infrastructure in the EU, as well as in countries associated with the CEF, notably Ukraine and Moldova.

The funding is to be directed towards projects that will help complete and modernise the Trans-European Transport Network (TEN-T). The European Commission notes that these projects are intended to make Europe’s transport system more sustainable, smart, interoperable and resilient.

Which projects are eligible for funding

The call for proposals covers several key areas of transport infrastructure.

Funding may be awarded to rail projects on the TEN-T core network, inland waterway projects, the electrification of freight transport by road, and ground operations at airports.

Funding is also available for charging infrastructure at seaports and inland ports, retrofitting vessels to use alternative fuels, adapting transport infrastructure at the EU’s external borders, the digitalisation of road transport, and the development of military mobility.

Ukraine’s participation in the call for proposals signifies the further integration of Ukrainian transport infrastructure into the European TEN-T network.

For Ukraine, this could be significant in several areas: the modernisation of the railways, the development of border infrastructure, the improvement of logistics with the EU, and the strengthening of transport links with the European market.

The area of military mobility is of particular significance. The European Commission emphasises that the funding will help remove obstacles to the rapid movement of military cargo and equipment, as well as strengthen Europe’s defence capabilities.

The European Commission has stated that the selected projects are intended to contribute to the implementation of key EU transport initiatives.

These include, in particular, the high-speed rail development plan, the industrial action plan for the European automotive sector, and the EU’s strategies for the maritime industry and ports.

The funding is also intended to help reduce emissions in the transport sector and bring the EU closer to its goal of climate neutrality by 2050.

When to apply

The call for proposals opened on 18 June 2026. The deadline for submitting applications is 6 October 2026 at 17:00 Central European Summer Time.

The European Commission will also hold an online information session on the call for proposals on 24 June 2026. During this session, applicants will be briefed on the application procedure, selection criteria and the project evaluation process.

The Connecting Europe Facility (CEF) is an EU financial instrument designed to support transport, energy and digital infrastructure.

In the transport sector, the CEF is one of the main funding mechanisms for projects related to the TEN-T network. The 2026 call for proposals forms part of the EU’s current budget period for 2021–2027.
