Ukraine is to receive €140 million for housing for internally displaced persons and veterans
The Administrative Council of the Council of Europe Development Bank has approved two applications from Ukraine totalling 140 million euros.
The Council of Europe Development Bank has approved €140 million for Ukraine to fund housing programmes for internally displaced persons from the temporarily occupied territories and for veterans.

This was announced by the Ministry of Finance of Ukraine.

The Administrative Council of the Council of Europe Development Bank has approved two applications from Ukraine totalling 140 million euros.

Of these funds, €80 million will be allocated to the ‘Housing for IDPs from the Temporarily Occupied Territories’ programme as part of eRecovery.

A further €60 million is earmarked for a programme offering preferential mortgage loans to veterans.

Who will receive support

According to government estimates, the new funding will help provide housing support to over 3,500 Ukrainian military personnel, veterans and internally displaced persons.

The €80 million should make it possible to fund around 2,000 housing vouchers for IDPs from the temporarily occupied territories.

Ukraine expects to receive the first tranche of 40 million euros in September 2026.

What is planned for veterans

€60 million will be allocated to providing housing for veterans through a preferential mortgage programme.

Using these funds, combined with a mechanism to reuse money repaid on existing loans, the plan is to provide over 1,500 affordable housing loans to service personnel.

The programme is designed to help veterans purchase their own homes on preferential terms.

Why this is important

The Ministry of Finance noted that following Ukraine’s accession to the Council of Europe Development Bank in June 2023, the total value of projects approved for the country exceeded 800 million euros.

The new funding package is intended to support people who have lost their homes due to the war or who need to improve their living conditions after completing their service.

According to government figures, over the past three years, nearly 500,000 families have already benefited from state housing programmes.

Discussions with the Council of Europe Development Bank on support for Ukraine’s housing programmes were stepped up during the Conference on the Reconstruction of Ukraine in Rome.

At that time, the Ukrainian side discussed with Carlo Monticelli, President of the Council of Europe Development Bank, additional mechanisms to support people who have lost their homes due to the Russian occupation and the war.
