The fuel market is preparing for the mandatory addition of bioethanol to petrol from 1 July

There are currently no plans to postpone the regulation on the mandatory content of bio-components in petrol, due to come into force on 1 July 2026. Market participants are already preparing to operate under the new rules.

This was stated by Yaroslav Starovoitenko, President of the Ukrainian Oil and Gas Association, during the Petroleum Ukraine. Warsaw’26 conference.

“There are currently no plans to further postpone the regulation on the mandatory biofuel content in motor petrol. Companies that are members of the Ukrainian Oil and Gas Association are preparing to implement the requirements of the law from 1 July and are putting in place all the necessary organisational and logistical processes to operate under the new rules,” he emphasised.

This refers to the requirements of the Law “On Alternative Fuels”, which stipulates a mandatory bioethanol content in motor petrol of over 7 per cent.

According to Starovoitenko, the new rules will apply only to motor petrol. At the same time, they will not apply to diesel fuel, petrol with an octane rating of 98 or higher, or fuel for the needs of the Armed Forces of Ukraine, the state reserve and the formation of minimum stocks of crude oil and petroleum products.

Fuel containing bioethanol will be labelled as E10 in accordance with the requirements of technical regulations and the practice of European Union countries.

“The introduction of bioethanol content standards is a positive step for the Ukrainian market. In effect, we are moving closer to the standards that have long been in place in European Union countries. Fuel suppliers have also reacted positively to these changes, as they will be able to offer the Ukrainian market the same product that is supplied to the domestic markets of EU countries,” noted the president of the NAU.

The requirement for a mandatory biofuel content in petrol will come into force on 1 July 2026 and forms part of the harmonisation of Ukrainian legislation with European standards on the use of renewable energy sources in transport.

As previously reported, the introduction of fuel with a high bioethanol content will enable Ukraine to reduce its petrol imports.
