Illegal extraction of groundwater worth over 257 million hryvnias has been uncovered in the Kyiv region
Law enforcement officers in the Kyiv region have uncovered two schemes involving the illegal extraction of groundwater, which have caused the state losses of over 257 million hryvnias.
The investigation established that, between 2023 and 2025, the head of one of the municipal enterprises organised the illegal extraction of groundwater from a well in the Brovary district. The water was subsequently supplied to consumers via the water supply system.
According to law enforcement officials, the volume of water extracted illegally exceeded 70,000 cubic metres. As a result, the state suffered losses of almost 39.7 million hryvnias.
Another scheme was uncovered in the Fastiv district. According to the investigation, the director of the company, knowing that no special permit for subsoil use had been obtained, organised large-scale extraction of groundwater.
To this end, an industrial well was put into operation, which was used for the extraction, treatment, storage and subsequent sale of water. The extracted water was used in the production process to manufacture packaged products, after which it was sold in plastic containers.
The illegal extraction in the Fastiv district continued for two years. According to the investigation, between the start of 2024 and the end of 2025, the suspect arranged for the extraction of 11,396 cubic metres of groundwater.
The amount of damage in this case amounts to almost 218 million hryvnias.
Investigators from the Brovary and Fastiv District Police Departments have notified the two suspects that they are under suspicion under Part 3 of Article 240 of the Criminal Code of Ukraine for breaching the rules on the protection or use of subsoil resources and the illegal extraction of minerals.
The pre-trial investigation is ongoing.
