Arrest of the head of the Medical Examination Commission in Kirovohrad Oblast
In the Kirovohrad region, the head of the military medical commission and other doctors are suspected of selling fake disability certificates to conscripts to help them avoid conscription.

This was reported by the Security Service of Ukraine, the Office of the Prosecutor General and the National Police.

According to the investigation, the suspects entered false information into their clients’ medical records regarding alleged long-term inpatient treatment and falsified test results.

They also provided the men with instructions on how to behave during the assessment, including how to feign symptoms and limited mobility.

Investigators say that they then sent the forged documents to members of the expert teams assessing the men’s functional capacity who were under their control, in order to secure disability classifications for them.

Law enforcement officers have documented at least three such incidents. The cost of these services, according to the prosecutor’s office, ranged from 2,000 to 3,500 dollars depending on the category.

During eight searches of the suspects’ homes, offices and vehicles, funds in various currencies were seized, amounting to the equivalent of approximately 7 million hryvnias.

It is reported that the 53-year-old head of the medical-expert commission and the deputy medical director of the city hospital — the head of the Military Medical Commission — were involved in organising the scheme. Also, according to law enforcement, charges were brought against doctors at the city hospital who were members of the Military Medical Commission.

They have been notified of suspicion under two articles of the Criminal Code of Ukraine:

  • Part 3 of Article 368 — acceptance of a proposal, promise or receipt of an unlawful benefit by a public official;
  • Part 3 of Article 369-2 — abuse of influence.

The two suspects were detained. The court imposed a preventive measure on them — remand in custody with the alternative of bail set at 500,000 hryvnias each.
