The mother of the Deputy Minister of Justice has bought a flat in a hotel in Bukovel

The mother of Deputy Minister of Justice Yevhen Pikalo has become the owner of a property in the upmarket Glacier Premium Apartments in Bukovel.

Viktoria Pikalo, the mother of Deputy Minister of Justice Yevhen Pikalo, has become the owner of a property in the Glacier Premium Apartments aparthotel in Bukovel.

According to OBOZ.UA, she finalised the paperwork for her investment in the aparthotel last year, and the title was registered in April.

The property is located in the village of Polianytsia, in the Vyshni area. Viktoria Pikalo owns a 47.7 sq m unit in building 660, as well as a 13.5 sq m parking space at 654A Vyshni.

Why this property has attracted attention

Glacier Premium Apartments is a five-star aparthotel in the centre of the Bukovel resort, near Lake Molodosti.

According to the publication, a square metre in this complex cost over $4,000 at the time of sale.

It was in this very hotel that relatives of three prosecutors also purchased property. Following this, the Office of the Prosecutor General launched an internal investigation into Oleksandr Sinyuk, head of the Volyn Regional Prosecutor’s Office; Oleg Mykhailina, a prosecutor at the Vinnytsia Regional Prosecutor’s Office; and Oleksandr Chechitko, head of the Left Bank District Prosecutor’s Office in Dnipro.

In particular, Sinyuk’s mother-in-law, Galina Litushko, became the owner of a 50-square-metre apartment. The value of such a property is estimated at approximately $200,000.

What the Pikalov family says

OBOZ.UA contacted Viktoria Pikalo. She confirmed that she had invested in the Glacier Hotel, but denied knowing the prosecutors or her son’s involvement in the purchase.

“Yes, I have the right. I have every right; I’ve worked all my life. I sold part of everything; all the documents are there,” she stated.

For further comment, she advised contacting her husband, Sergei Pikalov, but he refused to speak to the journalist.

Yevhen Pikalo himself told the publication that the property belongs to his parents and that he has no connection to it whatsoever.

What property do the official’s parents own?

According to OBOZ.UA, a 2015 Lexus NX300 and five properties are registered in the name of Viktoria Pikalo.

These include two premises in the village of Polianytsia linked to a hotel, as well as two plots of land and a house in Dnipro.

The official’s father, Serhiy Pikalov, owns several cars, including a 2022 BMW X5, as well as eight properties, mainly plots of land in the Dnipropetrovsk and Kyiv regions.

The publication notes that Viktoria Pikalova works as a notary, and her husband is a retired SBU officer. He also runs a sole proprietorship whose main activity is “the letting and management of owned or leased real estate”.

Who built the hotel

Glacier Premium Apartments was built by the company “Glacier Hill”.

It is currently owned by Vasyl Kavlak, the husband of Inessa Kavlak, a former judge of the Commercial Court of Ivano-Frankivsk Oblast.

Until April 2026, the company’s co-owner was Oksana Chebotar – the daughter of former Deputy Minister of Internal Affairs Serhiy Chebotar.

What is known about Yevhen Pikalov

Yevhen Pikalo previously served as head of the Department of International Legal Cooperation at the Prosecutor General’s Office and head of the Internal Security Department of the National Police.

Last year, his salary at the Ministry of Justice, according to his declaration, amounted to 2.1 million UAH, or approximately 180,800 UAH per month before tax.

The official’s wife, Iryna Pikalo, received 5.3 million hryvnias over the year through her sole proprietorship.

She owns a 192 sq m flat in the “Parkove Misto” residential complex. According to the declaration, she received the flat under a gift agreement. Previously, this property was registered in the name of Yevhen Pikalo, who also stated in his 2023 declaration that he had received the flat as a gift.

The ‘Midas’ case

Pikalov became widely known following the court hearing on the imposition of a preventive measure against his former boss, Herman Galushchenko, who is implicated in the “Midas” case.

According to the SAPO prosecutor, on 21 July 2025, Pikalo sent Galushchenko a message regarding a request from the SBU to “work in detention centre conditions” with the detained head of the NABU unit, Ruslan Magamedrasulov.

The message, quoted by journalists, referred to a “free cell with unpleasant neighbours”. On the same day, Pikalo sent a photo of a detention centre cell, and Halushchenko replied with a “+”.

In a comment to “Slidstvo.Info”, Pikalo explained that he had merely “briefed” the minister on the situation, as the latter had only been in office for a few days and might have received a call regarding this matter.
