The NBU has ordered ‘Ukrposhta’ to remove Smiliansky from the company’s management

The Committee on the Supervision and Regulation of Banking Activities and Oversight of the Payment Infrastructure has ruled that Ihor Smilianskyi does not meet the professional suitability requirements for the head of a financial payment services provider.
Consequently, the National Bank has ordered JSC ‘Ukrposhta’ to remove Smiliansky from the company’s management.
“Within five working days, the authorised body of JSC ‘Ukrposhta’ must remove Ihor Smilianskyi from the management of JSC ‘Ukrposhta’, and within the following two months, appoint a new head,” the NBU stated.
Why did the regulator take this decision?
The National Bank reported that the decision was the result of supervisory actions concerning “Ukrposhta”, which were carried out between 2023 and 2026.
During this period, the regulator imposed fines and issued written warnings to the company on several occasions.
The NBU cited violations in the provision of payment services and financial monitoring, as well as shortcomings in the risk management and internal control systems.
The regulator concluded that Ihor Smilianskyi lacks a sufficient level of knowledge of the legislation and practical experience in its application to manage the company properly as a provider of financial payment services.
This was the basis for the decision that he did not meet the requirements for professional competence.
Ukrposhta’s position
Ihor Smilianskyi had previously claimed that the company was under pressure and linked the regulator’s complaints to the establishment of ‘Ukrposhta Bank’.
Ukrposhta has also already paid a fine of 255,000 hryvnias imposed by the National Bank for failing to provide the requested information. At the same time, the company stated its intention to challenge this decision in court.
Back on 29 March 2026, the National Bank publicly questioned Ihor Smilianskyi’s competence.
At the time, the regulator stated that the inadequate corporate governance and internal control systems at “Ukrposhta” could turn from an internal company issue into a systemic risk for the country’s payment infrastructure.
Following the NBU’s decision, Ukrposhta’s governing body must remove Ihor Smilianskyi from the company’s leadership within five working days.
The company must then appoint a new chief executive within two months.
