There are plans to enshrine online marriage via Diya in law
Draft law No. 15306 has been registered on the Verkhovna Rada’s official website.
Ukraine intends to legislate for the possibility of registering marriages online via the Single State Web Portal of Electronic Services, Diya.
On 9 June 2026, the Verkhovna Rada registered draft law No. 15306 “On Amendments to the Family Code of Ukraine and the Law of Ukraine ‘On State Registration of Civil Status Acts’”. The document aims to regulate the state registration of marriages in electronic form.
The authors of the bill explain the initiative as a need to ensure the right to marriage for citizens who, due to the war, are in different regions of Ukraine or abroad. They also refer to the results of the pilot project “Marriage Online”.
According to the explanatory note, over 55,000 couples have already used the pilot service since it was launched.
What changes are proposed
The bill proposes to amend the Family Code with a provision allowing applications for marriage registration to be submitted not only in person to the civil registry office but also electronically.
The procedure for submitting such an application and conducting the registration is to be determined by the Cabinet of Ministers of Ukraine. At the same time, the submission of an electronic application through a representative will not be permitted.
A separate timeframe is proposed for online marriage registration. It may take place no earlier than three calendar days from the date selected when submitting the application via the electronic service.
How the online ceremony should take place
One of the key changes concerns the remote marriage procedure. The draft law provides that state registration of marriage and the individual registration ceremony may be conducted via Diya in the format of a real-time video conference.
The bride and groom and a Civil Registry Office official must participate in such a video conference. Participation will be possible following electronic identification and authentication using remote qualified electronic signatures “Diya.Signature” or “Diya ID”.
To confirm their free consent to the marriage, the bride and groom will sign the marriage certificate in electronic form. After that, the document will be signed by a civil registry office employee using a qualified electronic signature.
What happens in the event of a technical failure
The draft law also sets out what to do if the online ceremony does not take place due to technical reasons or if one of the participants fails to join the video conference.
If one of the bride and groom, both of them, or the Civil Registry Office official do not join within 15 minutes of the start of the video conference, the registration may be rescheduled for another date. The same rule is proposed to apply if technical issues cannot be resolved within 15 minutes.
The postponement will be possible upon written application. However, the new date cannot be later than one year from the date of submission of the application for marriage registration.
Remarriage and data from registers
Separately, the draft law clarifies the procedure for registering a remarriage. It is proposed that this be carried out on the basis of information regarding the dissolution of the previous marriage from the State Register of Civil Status Acts of Citizens.
Documents regarding the dissolution of the previous marriage will only need to be submitted if there is no corresponding record in the register or if the marriage was dissolved under the laws of a foreign state.
The draft law also provides for the possibility of submitting applications via Diya to amend civil status records.
This is currently a legislative initiative. The draft law must be considered by the Verkhovna Rada, so the proposed changes have not yet come into force.
