The Ministry of Defence has appointed a new deputy minister and inspector general
The Ukrainian Ministry of Defence has announced the continuation of the institution’s transformation, aimed at improving the efficiency of resource management and ensuring results for the front line.
“We are continuing the transformation of the Ministry of Defence into an effective institution that works to deliver results on the front line,” said Ukraine’s Minister of Defence Mykhailo Fedorov.
Mstislav Banik has been appointed Deputy Minister of Defence of Ukraine. Yuriy Myronenko has been appointed Inspector General of the Ministry of Defence of Ukraine.
The Ministry of Defence noted that Mstislav Banik will be responsible for procurement reform. The main objective is to ensure the world’s highest level of transparency and efficiency in procurement for the Ukrainian armed forces.
Mstislav Banik has experience in developing government digital products. At the Ministry of Digital Transformation, he was responsible for the launch and development of the Diya app. At the Ministry of Defence, he led the development of Army+ and Reserve+.
The statement also notes that Banik has combat experience – he voluntarily joined the army, rose through the ranks from soldier to officer, established FPV drone units and served at headquarters level. He also took part in the Kursk operation as part of the CODE 9.2 unit.
Yuriy Myronenko, in his role as Inspector General of the Ministry of Defence, will be responsible for objectively assessing the state of affairs within the armed forces and the effectiveness of decisions.
His remit within the ministry is described as ensuring regular analysis of how decisions work in practice, as well as laying the groundwork for rapid adjustments to policies and plans. The focus of this work is on obtaining a realistic picture from the front line and providing rapid feedback for management decisions.
The Ministry of Defence reported that Myronenko served as Deputy Minister of Defence and was responsible for the development of DELTA, the implementation of Mission Control, creating opportunities for foreign partners and Ukrainian companies to train AI models using battlefield data, scaling technologies developed within the Ministry of Defence system, reforming codification, and launching private air defence.
He also served as Deputy Minister of Digital Transformation. The statement notes that Myronenko is a combat veteran, a drone unit commander and former head of the State Special Communications Service.
“We are building a team capable of rapidly scaling up solutions, utilising resources effectively and delivering results for the front line,” emphasised Mykhailo Fedorov.
