The Verkhovna Rada has registered draft law No. 15057, which proposes changing the rules for dismissing military personnel from service in the case of raising a child with a disability. The initiative aims to remove the restrictions that exist in the current legislation.

The registration of the bill is reported on the Verkhovna Rada portal.

On 9 March, the Verkhovna Rada registered draft law No. 15057 on amendments to Article 26 of the Law of Ukraine "On Military Duty and Military Service".

The document provides for the removal of restrictions on the right of military personnel to be discharged from service in connection with the upbringing of a child with a disability under the age of 18.

The initiators of the bill were MPs Danylo Getmantsev, Mariana Bezuhla, Olena Vintonak, Iryna Borzova and Oleksiy Goncharenko.

As of the time of registration, the text of the bill and the explanatory note have not yet been published on the parliament's website.

Earlier, the head of the parliamentary committee on finance, tax and customs policy, Danylo Getmantsev, announced that relevant amendments to the legislation were being prepared.

According to him, he has been approached by mothers of children with disabilities whose fathers are serving in the military and who are effectively left alone to care for their children.

The deputy explained that the current version of Article 26 of the Law of Ukraine "On Military Duty and Military Service" allows the dismissal of a serviceman due to the upbringing of a child with a disability only in the absence of other persons who are obliged to raise the child.

"In fact, this means that if the mother is present, the military father is not entitled to dismissal. That is, the entire burden of care is completely shifted to the mother," Getmantsev noted.

He also pointed out that civilians can obtain a deferral from mobilisation to care for a child with a disability without such a requirement.

According to the MP, the new bill should remove this provision and expand the possibility of dismissing military personnel from service due to the need to care for a child with a disability.
