Ukrainians will receive payments ahead of Independence Day 2026: who will be eligible for the payments
In 2026, some Ukrainians will receive a one-off cash payment ahead of Ukraine’s Independence Day.
The Cabinet of Ministers has set the amount of the one-off cash payment to be made on Ukraine’s Independence Day in 2026. The payment will be made to war veterans, people with war-related disabilities, family members of fallen defenders, and other categories of citizens.

The Pension Fund of Ukraine has announced the procedure and amounts of the payments. The amounts of the assistance have been approved by Cabinet of Ministers Resolution No. 602 of 13 May 2026.

In 2026, some Ukrainians will receive a one-off cash payment ahead of Ukraine’s Independence Day. This refers to annual assistance for war veterans, persons with war-related disabilities, family members of fallen or deceased Defenders of Ukraine, as well as other categories specified by law.

The amounts of the payments have been set by the Cabinet of Ministers. The assistance is to be paid by 24 August 2026.

What amounts are provided for

In 2026, the amount of the payment depends on the recipient’s status.

Persons who have rendered special services to the Motherland will receive 3,100 hryvnias.

For people with disabilities resulting from the war, as well as former juvenile prisoners of concentration camps, ghettos and other places of forced detention who are recognised as persons with disabilities, the payment will be:

Group I – 3,100 hryvnias;

Group II – 2,900 hryvnias;

Group III – 2,700 hryvnias.

Combatants, victims of the Revolution of Dignity, former juvenile prisoners of concentration camps, ghettos and other places of forced detention, as well as children born in such places, will receive 1,000 hryvnias.

Who will receive 650 and 450 hryvnias

A payment of 650 hryvnias is provided for family members of deceased or deceased war veterans, Defenders of Ukraine.

The same amount is to be received by the wives or husbands of deceased persons with war-related disabilities, combatants, war participants and victims of Nazi persecution, provided they have not remarried.

A payment of 450 hryvnias is provided for war participants, former prisoners of concentration camps and ghettos, people who were forcibly taken away for labour, as well as the children of partisans and underground fighters.

Who will receive the money automatically

Most recipients do not need to submit an application.

According to the Pension Fund, citizens who receive a pension, housing benefit or concessions on utility bills and are not serving in the military will receive the payment in August along with their pension, benefit or concession.

In this case, there is no need to contact the Pension Fund separately.

How payments will be made to military personnel and those in employment

For war veterans who are serving or working and are not pensioners, the funds will be transferred to the accounts of the military units, institutions, organisations or enterprises where they serve or work.

Such payments will be made on the basis of applications submitted to the Pension Fund by employers or military units. A mandatory requirement is the provision of documents confirming the person’s status as a war veteran.

Who needs to submit an application

An application to the Pension Fund must be submitted by those who are entitled to the payment but are not pensioners, do not receive housing benefit or concessions on utility bills, are not serving in the armed forces and do not work in an institution that can submit an application on their behalf.

The application must include a tax number (if available), details of an identity document, bank account details and information from the certificate confirming entitlement to the payment.

A copy of the document confirming the relevant status, as well as a copy of the passport or temporary Ukrainian identity card, must be attached to the application.

When applying in person, you must have the original documents with you.

How to submit documents

There are several ways to submit an application.

Documents can be sent by post to the relevant Pension Fund office, submitted in person at a Pension Fund service centre or at a Public Service Centre (PSC) in your place of residence.

You can also submit your application online via the Pension Fund’s e-services portal using a qualified electronic signature.

What to do if the payment has not been received

If a person became eligible for the benefit by 24 August 2026 but has not received the money by 1 October, they may submit an application to the Pension Fund.

In this case, the payment may be made by 1 November 2026.
