Ukroboronprom has sacked the managers of two factories following the tragedy in Vyshneve

Ukrainian Defence Industry JSC has dismissed the heads of two state-owned defence sector enterprises following explosions in Vyshneve, Kyiv Oblast. The reason given was a breach of legislation and regulations on the safe storage of weapons.

This was reported by ‘Ukrainian Defence Industry’. 

Ukroboronprom stated that, following the results of a preliminary investigation, the heads of two state-owned enterprises had been dismissed from their posts.

Other officials have also been dismissed; according to the company, their actions or inaction could have led to serious consequences.

The defence conglomerate emphasised that the violations identified relate to legal requirements and regulations on the safe storage of ammunition.

Will there be criminal liability?

Ukrainian Defence Industry stated that dismissal would not be the only consequence for the officials at fault.

“In addition to dismissal, all those responsible will also face criminal liability in accordance with current Ukrainian legislation,” the company’s statement reads.

The group added that it is cooperating fully with the Security Service of Ukraine and other pre-trial investigation bodies. The necessary documents and materials are being handed over to the law enforcement agencies.

What is being investigated at the enterprises

Following the emergency incident, a comprehensive inspection is underway at all the company’s facilities.

The inspections focus on compliance with requirements for the storage of weapons and safety regulations when handling them.

Ukroboronprom stated that it is their duty to do everything possible to ensure that nothing like this happens again. The company also expressed its condolences to those affected and the families of the deceased.

What happened in Vyshneve

On the night of 5 July, Russia attacked the Kyiv region. One of the worst-hit towns was Vyshneve, where a secondary explosion occurred following the strike.

According to regional authorities, there were fatalities and injuries in the town, and hundreds of private homes and blocks of flats were damaged. The clean-up operation following the attack lasted several days.

Following the explosions, the General Staff of the Armed Forces of Ukraine stated that the facility in Vyshneve where the detonation occurred did not belong to the Armed Forces of Ukraine.

On 11 July, President Volodymyr Zelenskyy announced that the Security Service of Ukraine (SBU) had already reported the initial findings of its investigation into who had allowed weapons depots to be established in Vyshneve.

According to the President, the heads of two state-owned enterprises had acted in breach of the law, the decision of the General Staff and their job descriptions. Zelenskyy stated that the specific officials involved had already been identified, and that the state’s position was that each of them must be held to account.

The President also instructed the SBU and other law enforcement agencies to inspect all similar facilities. Managers have been warned of their personal liability for breaching safety regulations.

The personnel decisions at ‘Ukroboronprom’ marked the group’s first public response following the preliminary findings regarding the tragedy in Vyshneve.

The outcome of the criminal proceedings will now be crucial: the investigation must establish exactly who made the decision to store the weapons, whether explicit prohibitions were breached, and which actions by officials led to the consequences following the Russian strike.
