The government has finalised the composition of the supervisory board of PJSC ‘Ukrhydroenergo’
Ukrhydroenergo PJSC
The Supervisory Board of PJSC ‘Ukrhydroenergo’ is now fully operational. The Cabinet of Ministers of Ukraine has appointed the state representatives, thereby completing the formation of the governing body of the country’s largest hydroelectric power company

This has been reported by Ukrhydroenergo.

In accordance with Government Order No. 401-r of 24 April 2026, Vitaliy Petruk and Eduard Denisov have been appointed as the new state representatives. The decision officially comes into force on 5 May 2026.

Structure and composition of the board

From now on, the company’s supervisory board will consist of seven members, in line with best corporate governance practices:

  • 4 independent members (providing professional expertise and impartiality);

  • 3 state representatives (representing the interests of the shareholder).

This model allows for the necessary balance between state control and independent strategic management.

Key tasks and strategy

The company notes that the formation of the full board significantly strengthens its ability to address tasks critical to the power system. The priority areas of work will be:

  1. Infrastructure restoration: rebuilding hydroelectric generation facilities damaged as a result of hostilities.

  2. Investment projects: implementation of strategic plans for the development of Ukraine’s energy potential.

  3. Internal control: improving the system of transparency and reporting within the company.

What is known about the new members of the supervisory board

Vitaliy Petruk — currently holds the position of Deputy Minister of Economy. An experienced public administrator with 17 years of service.

  • Education: graduate of the National Agrarian University (finance) and the Kyiv-Mohyla Business School (management and administration).

  • Key experience: previously held senior positions at NAK ‘Energy Company of Ukraine’ and headed the Department of Technological, Environmental and Nuclear Safety Expertise at the Secretariat of the Cabinet of Ministers.

  • Notable positions: from 2015 to 2019, he headed the State Agency for the Management of the Exclusion Zone. In recent years, he has served as Deputy Chairman for Economic Affairs at the State Enterprise ‘Administration of Seaports of Ukraine’ in Odesa.

Eduard Denysov is a specialist in the field of strategic infrastructure.

  • He currently holds the position of Director of the State Enterprise ‘Pivdennyi Marine Oil Terminal’.

  • He has experience working in the Administrative Office of the Verkhovna Rada of Ukraine.

PJSC ‘Ukrhydroenergo’ is the operator of Ukraine’s key hydroelectric power stations. The company’s Supervisory Board acts as a body that protects the rights of the shareholder (the state), oversees the work of the executive management and ensures the long-term stability of the enterprise in market conditions.
